Local & State Business Expansion Results

Chamber members learned about local, as well as state wide, business retention and expansion survey results at a GrowMN! Luncheon event today.  GrowMN! is a program of the Minnesota Chamber of Commerce.


The recap from was significant giving us a pulse of how Owatonna and the region compare to the state on many different subjects.  The local interviews were conducted in the spring and summer of 2012 before the fiscal cliff gridlock plastered the news.  The discussion revolved around accomplishments, challenges, workforce and community strengths and weaknesses.

A few interesting takeaways from the local survey of 37 businesses included electricity and power costs in our area appear to be lower than other parts of the state.  Higher education is a local concern that we need to improve more that other areas.  It was also noted that employers have difficulty recruiting skilled employees.  Fewer workers have the proficiency needed to fill jobs when there are jobs available.  Regional health care costs were mentioned as being higher in the area than other parts of the state.

One major manufacturing company no longer has the local clinic as part of their network.   Finally, shifting taxes from home owners to businesses was also a negative in our area.  We ranked higher than the state in keeping/remaining/maintaining expansion and businesses in our area compared to the state.

Locally the interviews portrayed businesses as healthy and with more optimism than previous years.  There have been expansions and unemployment is lower.  We need to foster employee learning and leadership to keep our region vibrant.

Completing Highway 14


Completing the four-lane expansion of Highway 14 between Owatonna and Dodge Center is critical to our region’s economic success.  Not only does this dangerous stretch of road have a fatality rate nearly double the statewide average, but traffic volumes are expected to more than double by 2030.  Owatonna’s population and economy are growing, but employees’ ability to get to work and businesses’ ability to move their products and provide their services are being hampered by this insufficient two-lane road.

Four-lane expansion is needed to position Highway 14 for the future.  Right now, MnDOT is developing its 20-year state highway investment plan, which will establish the highway projects that will be funded in the next two decades.  We must ensure that Highway 14 is included in plan, or we risk the loss of additional lives and economic opportunity.   Please sign up here to receive updates on Highway 14 and learn about ways you can help get this project done!

Manufacturing Luncheon at Viracon: MN Manufacturing Week


Oct. 22-26th is Manufacturing Week in Minnesota.  Here’s why we celebrate it:

  • Minnesota has 292,000 manufacturing jobs statewide or 13 percent of all private-sector jobs.  In Owatonna manufacturing represents closer to 30% of the jobs.
  • Manufacturing contributes more than $37 billion to the state economy and represents 15 percent of the Minnesota's gross domestic product.
  • Each manufacturing job supports another 1.9 jobs elsewhere in the economy through supplier purchases and employee spending. 
  • Manufacturing has the second-largest payroll of any business sector in the state, providing $16.4 billion in 2010 wages.
  • In all, manufacturing accounts for nearly 850,000 jobs or about 33 percent of all jobs in Minnesota.
  • Canada is Minnesota's top manufactured export market at $5 billion in sales in 2010, followed by China and Mexico.

Today, over 70 member participants joined the Chamber, host Viracon, to recognize and thank manufacturing companies for the economic stability and growth they offer our community.  Mayor Tom Kuntz shared a Manufacturing Week proclamation and presented it toViracon.  Also, Mike Haney, Department of Employment and Economic Development (DEED) to present and shared  with Viracon a commendation from the Governor.

Other manufacturing speakers included: President/CEO Chris Simpson, Wenger Corporation; President/CEO Dennis VonRuden, General Equipment; Director of Marketing Kevin Anez, Viracon.

Anez shared that Viracon is unveiling an new product in a couple weeks call DigitalDistinctions.  DigitalDistinctions™ offers the unique ability to customize individual glass lites, each with its own design, color scheme and ability to fit a variety of glass systems. DigitalDistinctions™ can be combined with clear or tinted glass substrates as well as with high-performance coatings to reduce glare and decrease solar transmission.

Today's keynote speaker was Doug Loon, U.S. Chamber of Commerce who outlined the impact of the upcoming elections (can we build a pro-business working majority), federal deficit for 2012 projected at $1.1 trillion and that the federal gross debt is at $16 trillion dollars ($11 trillion was held by the public and $5 trillion is intergovernmental holdings), tax reform (United States has the world’s highest corporate tax rate; the United States is the only country that has a worldwide system of tax; taxpayers spend 6.1 billion hours a year complying; AMT was enacted in response to reports that 155 taxpayers legally avoided paying tax--in 2012, 31 million will be subject to AMT),  and the potential impact of the fiscal cliff if the President and Congress don't act before the end of they year.


The Fiscal Cliff
The Budget Control Act of 2011 set the stage with:
•Debt limit increase -$900 billion increase in debt limit and $917 billion in discretionary budget cuts.
•Super Committee -12 member Committee failed to adopt $1.2 trillion in deficit reduction (through budget cuts and/or taxes).
•The Act mandates $1.2 trillion in Spending Cuts over ten years beginning in 2013.

The key elements of the cliff:  Expiration of Tax Cuts and Stimulus Measures (this includes the Bush tax cuts, traditional tax extenders (i.e. dividends, marginal rates, R&D, expensing) and other stimulus measures (i.e. payroll tax cut and Unemployment Insurance benefits); the Automatic Sequestration of Defense + Non-Security Spending (Sequestration would cut funding by approximately $55 billion for defense and $55 billion for non-defense spending –a total of $1.2 trillion over 10 years); Debt Ceiling Authority (Another increase in the debt ceiling will be required early in 2013, perhaps sooner depending on the cash-burn rate).  Going over the “cliff” will cut into economic growth next year, undermining the benefits of deficit reduction.

We have had an extremely busy week here at the Chamber with many events.

Over 20 Past OACCT Board Chairs attended an event in their honor yesterday. Great memories! We get a kick out of hearing tales from an Owatonna baseball team, Ted Ringhofer on a jet ski pushing ducks down the river, Cedar Mall development efforts and even the start of Chamber podcasts!

School Position- Future Proposals by Mike Milstead


The Owatonna School District is important to local business success by educating the future workforce, attracting new employees, and creating our future leaders. The Owatonna Area Chamber of Commerce & Tourism (OACCT) Board of Directors would like to suggest increased involvement by the business community in the strategic efforts of the school district.

Chamber members know the recent decision to cut school programming is a major decision that will impact the district and community in multiple ways. We believe that a clear plan that results in a safe, productive, and challenging environment will continue to produce the quality student for which Owatonna has come to be known. Not being directly connected to the development of these recent proposals leaves us unqualified to advocate a position either way on behalf of our members regarding the validity of the proposal or the course of action that should be taken to resolve the budget crisis.

Chamber members have acknowledged the importance of the district’s plans and are requesting the Chamber’s agenda include sharing business input on current and future school district proposals.

We welcome an opportunity to share business expertise with school district officials to assist in resolving the challenges facing the district.

Mike Milstead is one of the owners of Ag Power Enterprises, which is building a new location on 18th St. SW. The building is scheduled for completion late spring/early summer.

The Owatonna Area Chamber of Commerce and Tourism in cooperation with Riverland Community College is in its fourth year of the enhanced Leadership Owatonna program.  With Riverland’s involvement, the 10-month program is identified as a credit-based program that will be recognized for continuing education or expanded college transcript for the individual participant.  The Chamber, along with the Leadership Owatonna Year Leaders, continues to oversee the development of the program along with current class participants and/or alumni assisting with individual day planning.

In 1968 Ted Ringhofer was named as the Executive Vice President of the Chamber.

Ringhofer served Owatonna for 29 years as the Chamber President and is fondly remembered by many current members today.

Community Welcome Banners Available



The Owatonna Area Chamber of Commerce & Tourism’s MainStreet Program is offering businesses the opportunity to sponsor new welcome banners for the community.

The current City welcome banners have not been updated in almost 7 years. In order to guarantee a 5-year life span on the banners we need to replace the current brackets with spring-loaded brackets for durability in the changing seasons. Spring-loaded brackets are about $100 per pole. Any repairs to the banners over the 5-year timeframe will be taken care of at no charge to the sponsoring business.

The new welcome banners feature bright colors and the 3 designs will be alternated on the poles. Funds from the Welcome Banner program go toward the banners, any repairs, holiday decorations and lights.  The new banners feature Princess Owatonna, our downtown and also the State School Orphanage Museum. The company’s business logo will be featured on the bottom of the banner. Since the banners will be alternated there is no guarantee for a certain design or location.

City Council Notes-Jan. 17, 2012

A part of the OACCT's Public Policy efforts for 2012 is for volunteers from the Public Policy committee attend both City and County meetings and report back on items that are of interest/concern to business.

1. They passed a Charter Amendment to conform with the dates for adoption of the budget with the dates as prescribed by State Statute.

2. Mark Fritsch - OPU General Manager showed a power point presentation on the proposed Re-Use or Re-Purpose of the Power Plant. They decided to renovate the existing facility rather than build a new one.

3. Budget - they approved $30,652.63 to Owatonna Ford for a new vehicle for Animal Control and $23,349.81 to Yocum Oil for fuel and $218,000.00 for Other Expenses.

4. Steele County purchased 45 acres of land west of Colonial Manor which they want to annex into the city.

5. Bremer Bank's new site in the Truth Hardware parking lot was approved.

Misc. items resolved.
